Many people are in shock and mourning the death of Kannur Additional District Magistrate (ADM) K Naveen Babu, which has cast a shadow on the administrative services in Kerala.

On Tuesday, Naveen Babu, an officer who was sincere and committed, was discovered dead in his Pallikunnu rented apartment.

Employees of the Kasaragod and Kannur revenue departments are scheduled to take a mass casual leave on Wednesday in protest, demanding a thorough investigation into Naveen Babu’s death and responsibility for those involved in the incident.

A case has been filed against Kannur District Panchayat President P P Divya in connection with the death of Naveen Babu and police have registered a case against Divya on charges of abetment to suicide, invoking several non-bailable sections, including 194 BNSS to 108 BNS and 174 CrPC to 306.

Naveen was found dead at his rented residence in Pallikunni, Kannur on Tuesday, a day after corruption allegations were levelled against him by CPIM leader Divya during his farewell ceremony. Naveen was found dead by suicide, hanging from a plastic rope in a fan in his room.

Naveen had served as the ADM in Kannur since January 2024 and had began as a village officer in Adoor in Kasaragod. He began his career as an LD clerk at the age of 19.

He is survived by his wife, Manjusha, the Additional Tahasildar, Konni, and two daughters. He has a brother named Praveen Babu as well.

Former Pathanamthitta District Collector Divya S Iyer, who was overcome with emotion, spoke tearfully about her experience working with Babu. Babu is believed to have committed suicide as a result of accusations of corruption made against him during his departure party by Kannur District Panchayat President P P Divya.

Since taking on the position in January, Naveen Babu, the ADM in Kannur, had left a lasting impression in every position he filled. He was well-known for his devotion, honesty, and dedication to the people, beginning in his early years as a village officer in Adoor, Kasaragod, and continuing as the area’s ADM.

On Wednesday, the block Congress committees staged a nationwide demonstration in response to Kannur ADM Naveen Babu’s suicide. The protest is directed towards P P Divya, the president of the Kannur district panchayat, according to KPCC general secretary M Liju.

Another former Pathanamthitta District Collector, P B Nooh, an IAS officer, talked about his experiences working with Babu. Nooh recalled Babu as a kind individual who engaged with people without bureaucratic constraints in a heartfelt Facebook post.

Investigation

The Kannur district collector has been asked by the government to provide an initial report regarding Additional District Magistrate (ADM) Naveen Babu’s suicide.

After the Leader of the Opposition brought up the matter and the opposition members requested a response from the minister during the adjournment motion discussion, Revenue Minister K Rajan made this announcement in the assembly.

“The government has sought an urgent preliminary report from the district collector,” the minister said. “The government views this incident very seriously and will not protect anyone. The ADM was a good officer,” he said.
